Umweltplakette: check before entering the zone
Iranian drivers in Germany must check the vehicle's eligibility before entering an Umweltzone. Berlin generally requires a green sticker unless an applicable exception applies, including for foreign-registered vehicles. An Iranian plate does not create an exemption.

The sticker is assigned from vehicle emissions evidence, not the driver's nationality. For a vehicle registered abroad, the authority needs readable registration or manufacturer information to classify it. Ask for an individual assessment if Iranian papers do not show the relevant European emissions data; do not choose a sticker colour yourself.
Use the official application or an authorised issue route and check current service notices. Berlin's application page currently warns that a technical change prevents processing submitted applications. A submitted request is therefore no assurance of a sticker before travel. Clarify an available issue route or applicable exception before entering; foreign electric vehicles also have specific marking alternatives.
