Iranian applicants already in Germany should check scholarship eligibility against both their background and time in Germany. Use the current funder's call, not an old award announcement; check academic level, language evidence, deadline and the application route.

DAAD's funding database lets you select programmes and read their individual calls. The general DAAD guidance normally limits applications by people already in Germany to those present for no more than fifteen months at the deadline, unless the programme says otherwise. Check the exact call before assuming an Iranian passport or university enrolment establishes eligibility.
Programme conditions can differ on academic stage, previous qualification, language proof and current country of residence. Use the contact named in the call if your Iran-to-Germany history makes the application category unclear. Follow the programme's submission instructions and evidence requirements; a funding application is separate from satisfying the university's admission and language requirements.
